Cyber terrorism: Chinese hackers attacked the AIIMS servers; now restored

New Delhi: Days before the People’s Liberation Army (PLA) soldiers clashed with the Indian Army troops on December 9 at Tawang, Arunachal Pradesh, China’s hackers had launched a cyber war against India’s premier health institution, the All India Institute of Medical Sciences (AIIMS), in New Delhi.

Quoting officials from the Union Ministry of Health and Family Welfare, the media reported on Wednesday that the attack on the AIIMS servers originated in China. Of the total 100 servers, they infiltrated five physical servers, which have since been retrieved.

“The FIR details that the attack originated from China. Of 100 servers (40 physical and 60 virtual), the Chinese hackers infiltrated five physical servers. Data in these five servers have been successfully retrieved now.”

The AIIMS in New Delhi faced a cyber attack on November 23, paralyzing some of its servers. The Intelligence Fusion and Strategic Operations (IFSO) unit of the Delhi Police, on November 25, registered a case of extortion and cyber terrorism.

The Indian Computer Emergency Response Team within the Union Ministry of Electronics and Information Technology, Delhi Cybercrime Special Cell, the Indian Cybercrime Coordination Centre, Intelligence Bureau, Central Bureau of Investigation (CBI), National Forensic Sciences University, National Critical Information Infrastructure Protection Centre and NIA, among others, were investigating the Chinese cyber attack.

Raising the AIIMS issue in the Lok Sabha on Wednesday, Congress MP from Thiruvananthapuram Shashi Tharoor said the matter should be thoroughly investigated.

“It also reflects the weak data protection safeguards in our country, especially by government institutions. The Personal Data Protection Bill 2019 had created a special category of sensitive personal data, including health data, that required stringent safeguards but it has unfortunately been done away this with in the new draft bill released by the government,” he said.

He also urged the Minister for IT and Electronics Ashwini Vaishnav to take the necessary action to ensure that such data breaches don’t take place again.

Last Thursday, Minister of State for IT Rajeev Chandrasekhar said the National Investigation Agency (NIA) was investigating the “deliberate and targeted” ransomware attack.
